Faheem:

Do you really have tabs or spaces before the IP addresses in
CellServDB? The parser in Arla is extremely picky and will choke on them.

Sounds like this might be the problem (unless arla is not even finding the
CellServDB file at all; does it agree on the directory where you put it?)
