With the following configure:
CFLAGS="-Wall -g -DHAVE_OPENSSL -O2 -Wl,-z,defs" ./configure --host=i486-linux-gnu \
--build=i486-linux-gnu --prefix=/usr --mandir=\${prefix}/share/man --infodir=\${prefix}/share/info \
--libexecdir=\${prefix}/sbin --sysconfdir=/etc/arla --with-arlacachedir=/var/cache/arla \
--with-arlaconffile=/etc/arla/arla.conf

I hit:

make[1]: *** No rule to make target `themis.texi', needed by `arla.info'.  Stop.

This was probably already the case in 0.41 AFAIR, looking to my diff file.
