But this doen't affect a user's ability to obtain a token, does it?
The db servers went into read-only mode and most pedestrian operations
continued functioning.

We first noticed the problem Saturday afternoon from the incoming e-mail
from the lists.  We had zero user complaints.  Had it been a weekday the
staff would have quickly noticed the inability to perform sysadmin
functions.  Once the fix was announced we actually debated briefly whether
to apply it immediately or wait until normal working hours on Monday.
The decision to do it right away came down to the buserver, which we
figured would prevent backups from running without quorum.
