arla/nnpfs conflicting with xntpd?

Been having a problem with ntpd not running on amd64_linux26 hosts 
(SLES9 distro) not working for us, also failed on suse 9.2 host that's a 
n i386_linux26.

ntpd would fail and log:
ntpd[8275]: cap_set_proc() failed to drop root privileges: Operation not 
permitted

Even running as root instead of as ntp would fail.

Yesterday, I noticed that ntp was suddenly running on one of the sles9 
hosts, only difference: I'm running openafs 1.3.77 on it (we need to use 
FileServerPrefs on remote sites so I'm testing) instead of arla.  So it 
would appear that arlad or (more likely) nnpfs module is causing some 
conflict that makes ntpd not run.  Has anyone else run into this and/or 
have a fix?

2.6.8-24-smp kernel on i386 host,
2.6.5-7.108-smp on amd64.. so pretty different kernels.
