I'm not sure this is still relevant it's a pretty old bug report and it may
have been fixed in the source already:

> The rules control file changes CFLAGS to include the kernel headers
> from /usr/src/linux/include.  It should instead change CPPFLAGS to do
> this.  This is because the configure script uses cpp with CPPFLAGS in
> order to determine if some include files exist.
