Yeah; somewhere along the line someone fixated on this secondary meaning 
and managed to neglect the primary meaning which gave the error code its 
name.  From SunOS 4.1.4:

  ENODEV  19  No such device
         An attempt was made to apply an inappropriate system call  to  a
         device  (for example, an attempt to read a write-only device) or
         an attempt was made to use a device not configured by  the  sys-
         tem.

Which is amusing, given that the traditional "no such device" meaning is 
still almost always the one that applies when this error is returned in 
real life.
