Hm, I see the seconds produced by my patch are a mess; Oh, well,
it was worth a try.  Udebug of a sync site:

Server 130.88.203.12: (db 951737124.253)
        last vote recived 7 secs ago (at Sun Mar 19 16:41:31 2000)
        last beacon sent 4 secs ago (at Sun Mar 19 16:41:34 2000)
        dbcurrent=1, up=1, beaconSince=1

and the same data with my faulty patch from a non-sync site:

Server 130.88.203.12: (db 0.0)
        last vote recived 3563117 secs ago (at Mon Feb  7 10:56:36 2000)
        last beacon sent 3563117 secs ago (at Mon Feb  7 10:56:36 2000)
        dbcurrent=0, up=1, beaconSince=1
