Getting arla out of the funk

Once arla has (rightfully) decided a fileserver is down, it never
notices when it gets back up, and it doesn't allow access to the
resurrected servers.

Is there any way to flush arlad's idea of what fileservers are down?

This is 0.27 on FreeBSD 3.2-RELEASE, btw.
