Arla 0.21 + Linux 2.2.0 wrong error code

chown: i386_linux2g/image/usr/arla/lib/libacl.a: No such file or directory
chown: i386_linux2g/image/usr/arla/lib/liblwp.a: No such file or directory
chown: i386_linux2g/image/usr/arla/lib/librx.a: No such file or directory
(etc., etc.)

The real problem was that I didn't have an admin token.  Shouldn't errno be
EPERM instead of ENOENT in this case?
