arla-0.23 + NBSD-1.4_ALPHA on alpha: kernel panic

arla .23, netbsd 1.4_ALPHA on a dec AS200, using the ELF-modload from last
month, and without kernel option INSECURE, yields:

modload: can't reserve memory: Operation not permitted

With INSECURE, I get a kernel panic.

Any ideas?
