kafs.h included from ../../include or /usr/athena/include

Is there any place in the code where we want to use
/usr/athena/include/kafs.h rather than $(ARLA_BUILD_DIR)/include/kafs.h
(when saying #include <kafs.h>)?
The build for linux (in xfs/linux) picks the wrong one and is therefore
missing some VIOC_* defs.
This could be changed in a couple of places (either the configure.in or
xfs/linux/Makefile.in), but I can't see which one is the right one.
