arla 0.19

arla 0.19 is now available in the usual place
(ftp://ftp.stacken.kth.se/ftp/pub/arla/arla-0.19.tar.gz or
/afsstacken.kth.se/ftp/pub/arla/arla-0.19.tar.gz)

The most important change is that it seems to work under Solaris 7.
This is, however, not very tested so we appreciate any bug reports
related to that.

The relevant changes since 0.17.1 are extracted from the NEWS file below.
